An open discussion will then follow for a similar amount of time. (Attendees may recall a similar format with Jim Miller, then pairing with Jim Gosler, to discuss their work for the Defense Science Board on cyber deterrence.) As in the past, the seminar will be presented on Tuesday, December 5 from 4:00 pm to 6:00 pm at the Virginia Tech Research Center, 900 North Glebe Road, Arlington, Virginia. Parking is available in the basement of the building. The building is walking distance from the "Ballston/MU" station on the Orange/Silver Line. Jim Miller, President of Adaptive Strategies LLC, is a senior fellow at Harvard’s Belfer Center and a senior fellow at Johns Hopkins Applied Physics Laboratory. He was the Under Secretary of Defense for Policy in the Obama Administration. Before that, he was Director of Studies for the Center for a New American Security and a Senior Vice President at Hicks and Associates. Richard Fontaine is the President of the Center for a New American Security. He served as a Senior Advisor and Senior Fellow at CNAS from 2009 to 2012 and previously as foreign policy advisor to Senator John McCain for more than five years. He also has worked at the State Department, the National Security Council, and on the staff of the Senate Foreign Relations Committee. Miller and Fontaine recently published “A New Era in US-Russian Strategic Stability: How Changing Geopolitics and Emerging Technologies are Reshaping Pathways to Crisis and Conflict.” Among other issues the report outlines the authors’ views about how “the deployment of increasingly advanced cyber, space, missile defense, long-range conventional strike, and autonomous systems has the potential to threaten both sides’ nuclear retaliatory strike capabilities, particularly their command and control apparatuses.” This publication from the Center for a New American Security may be found at *https://www.cnas.org/publications/reports/a-new-era-in-u-s-russian-strategic-stability* <https://www.cnas.org/publications/reports/a-new-era-in-u-s-russian-strategi…> . Before his appointment two years ago to head the Office of Net Assessment, Jim Baker was the strategist to the Chairman of the Joint Chiefs of Staff and the principal deputy director, Strategic Plans and Policy, J5. In these roles he led a team responsible for conducting independent "red cell" analysis of current policies and provided creative strategic perspectives on the full array of political-military issues. Earlier in his Air Force career, Col. Baker was chief engineer for the Joint Strike Fighter Program Mission Systems Product Team. We expect the Director to speak for about 30 minutes and then take questions for another 45 minutes.
